Wifi Talking

After using Xender, I thought if we can send files(data) though wifi then why can't we talk over a wifi network!!
I think like when we switch on wifi tethering it actually creates a wifi zone. Now if we think like a wifi zone as a Gaussian sphere then a phone within a gaussian sphere whose wifi will be 'on' will be connected with that tethering device and if we think a voice message as a discrete package of data then we can build a application which can send a voice message and the other one receiving it. Then I think like within an office rather than wasting money on phone bills making calls we can talk over phone free of cost!!
