Unauthorize Debit Card Transaction

For the last to Months someone has made unauthorized transaction from my Debit card this will make the third time I have had to change cards. My suggestion to the company is that a card be loaded with enough money to send whoever is perpetrating this crime to prison for a long time because it's making me afraid to load any money on my card.
The way to catch this criminal is to load a card with my information on it and have the store where ever it's use to notify the police as soon as it is used because this makes customers afraid to buy the cards.
