Idea For Airlines To Survive Water Crashes

My idea is that planes have a lot of casualties due ro crashes in ocean's.my idea is why not designe an airline with a submarine lining and water tight Windows and an extra oxygen supply to keep everyone alive.would half to reinforce the structure of the plane to withstand water impact but and also have a flotation device to raise the plane.i don't know if it can be done but i just want to save lives.
