The No Bags Policy

The Policy that prevents any citizen or persons of the city,town,borrough,county, parrish and state from walking around with bags due to the fact it takes away from the beauty of the tourists attractions and city/town and state itself.(For the homeless people)-The state can pay the local U-hauls and other storage companies a certain amount of money for multiple storage spaces so homeless people can receive storage spaces vouchers to take to the companies and get a storage space to keep their bags in all year.
