Secured/Funded Card/App For Student Meal Plans

My son has moved off campus at his university this year. He is a junior. He has checking & savings account and a debit card but as parents, we want to fund a "personal" Meal Plan Card or App in order to budget his food spending and track proper food consumption. The Meal Plan Card or App should be used for food and drink purchases; nothing more.

Thinking of a PayPal/Venmo Meal Bucks plan in which parents can allocate a monthly food allowance to control food spending. There seems to be opportunity to work with individuals and universities for on & off campus meal plans as well as pre-college grade schools.
