Nowadays when purchasing a mobile phone contract network operators seperate the bill into two parts for call plan and the handset, often the handsets are more expensive or equal in price to the "sim free/network free" version that allows people to migrate between networks for the best possible price for their needs. At present to my knowledge nobody currently offers a 12/24per month option to purchase a mobile phone without being tied to an network for the same period and to add insult the phone is usually locked to that network afterwards which costs more to rectify. Maybe a phone purchase paypal option and even direct links to the cheapest "genuine" handsets for each country and "trade in/recycle" links would also be an option.
Not only would this idea allow the "pay as you go" public to spread the cost of top end handsets but it would also force network operators to be more competitive as regards fair prices.
