PayPal New Service Idea

Has anyone looked at trying to automate the Child Support Payment role and payout for Custodial and Non Custodial parents. Currently is it politically driven and cost tax payers millions every year for a system that is broken. With a little technology and banking systems already in place that paypal has, they could develop a product to sell to States to run their Collection and payment part of Support payments.
