Better 40-150mm F4-5.6 Lens

Love the inexpensive but good optics of this lens.
Would be much better with the following improvements:

Metal lens mount - plastic one is a BIG disappointment!
F4 over the entire range without making the lens too much bigger or more $$$
Right now this costs $99 if you could add these two improvements and the cost
was $149-199 I think this would still hit the market.
