Safety Docking System

What about a docking station that was somehow connected to the starter. Perhaps the owner of the vehicle could enable safety mode when he or she knows that their teenage child will be driving so there is no way that the child can have the phone in their hands while driving a car because the car will not start unless it is in the docking station inside the glove box.
