Metro should allow you to purchase a new phone without activating it at the time of purchase. I attempted to purchase a new phone as a gift for my husband. I wanted to purchase the phone for him and then he can go activated it with his existing number. Metro would not let me purchase the phone without activating it at that time. You just lost out on a $500 new phone sale.
