Pool Chlorine Tablet Packaging

I work for the navy and we continue to have over-exposures to pool chemicals (granules and tablets) when adding calcium hypochlorite tablets/granules (chlorine ceiling). My idea is to have each tablet packaged in a dissolvable plastic material. The material would take about a minute to dissolve in water to eliminate personnel exposure to chlorine gas.
