Bing Product Improvement Idea

I have thought of and designed an addition to search engine AI that will improve searches by over 300% at least and add new dynamics. Not a new idea I am sure but check my approach and design for it. It is currently not in use.
I would like you to review if you fund or licence ideas.

First site that came up for way to submit ideas to bing but unlikely any developers look at this?
