Dial Pad Layout

I believe the computer keyboard and a cellphone dial pad should be identical. Often times I am typing numbers on my keyboard after using my cellphone, or vice versa, I press the 7, because that is where the 1 is on my dial pad. Or I press a 2 and get an 8 because those two are in the same position, but labeled differently from the keyboard to the dial pad. Why are they reversed on the keypad (or the phone)? Which arrangement is correct? It needs to be universal!
