Controlling Outgoing Calls Depending On Time Zones

A feature that can control Outgoing calls (that happen accidentally:) ) depending on time zone. If a call is going to a contact whose time is very odd ( depending on the contacts country code) which I can set in settings, the phone should show an alert whether I really want to call... there can be a master setting to switch this feature on or off and contact level setting as well.... And a setting for 'odd times''
