Stop Tailgating Sign

It seems that every car journey I take these days, someone tailgates me. I am not a particularly slow driver but it seems whatever speed I am travelling at , it is not fast enough for some.
I don't know whether it's the general pace of life or just general ignorance as to how dangerous it is that makes many drivers do it?
My idea is a very simple one that would hopefully stop or massively reduce tailgating.
I think a sign should be fitted to the rear of all new vehicles on the rear bumper or just above the rear number plate. The sign would light up and alert the tailgating driver to "Back Off" when driving too close to the driver in front. The sign would only activate when the vehicles are moving and not when they are stationary at traffic lights etc.
Also, if practical and possible, if the tailgating driver does not heed the "Back Off" alert a photograph could be taken of the drivers number plate and repeat offenders could face a fine and points on their driving licence.
I believe this simple idea would avert many accidents and save many lives in the process.
