Using Dyson blade less fan technology and powered by solar, create large noiseless air filtration plants to be sited at large pollution creating road junctions to draw in polluted are, pass it through filters, and release it back into the atmosphere. Being solar powered they can work in isolation although filters would need to be cleaned periodically. Including rechargeable batteries could mean they work 24 hours and over time would reduce the levels of pollution and particulates in the air.
If this system worked it could be used anywhere in the world and would be attractive with concerns over increasing pollution at the forefront of many peoples minds.
